Supporting Student Success

Every student deserves the chance to learn and grow alongside their classmates. When schoolage children need extra support to succeed in the general education classroom, our Special Education Teacher Support Services make that possible.

What is SETSS?

SETSS provides specialized instruction for students ages five and older who have an Individualized Education Program (IEP). Our special education teachers work with students individually or in small groups, helping them build the skills they need to participate fully in their classes and reach their academic goals.

As children transition from our SEIT or Early Intervention programs into school age, SETSS continues the support they need. We help students stay in the general education classroom while receiving the specialized help that makes learning accessible and successful.

What Does SETSS Look Like?

Your child’s IEP outlines how much time they will receive SETSS, whether services are direct (working directly with the student) or indirect (consulting with their teacher), and where services happen—in the general education classroom or a separate location.


Our SETSS teachers provide:

  • One-on-one or small group instruction tailored to your child’s specific needs
  • Help building skills in reading, writing, math, and other academic areas related to their disability
  • Strategies for staying focused, organized, and successful in the classroom
  • Close collaboration with your child’s classroom teacher to ensure consistent support

SETSS is designed to address educational needs directly related to your child’s developmental needs—giving them the tools they need to shine alongside their classmates.

Who Benefits from SETSS?

SETSS services are for school-age students (kindergarten through grade 12) whose IEP recommends this type of support. Children who benefit from SETSS often need extra help with:

  • Reading comprehension, writing, or math skills
  • Staying organized and managing schoolwork
  • Social or behavioral skills in school
  • Building confidence and independence as learners

The Continuum of Care

Many of our SETSS students will start their journey with Optimal Care Services in Early Intervention or SEIT. Because we provide the full continuum of services from birth through age 21, we know your child’s story. We build on the progress they have already made and ensure seamless transitions at every stage.

The Early Intervention Program (EIP) is a public program funded by New York State, Nassau, and Suffolk counties, and the NYC Department of Mental Health, and is for children less than three years of age, who have or are suspected of having a developmental delay and/or disability. Eligibility for EIP can be determined only by State aproved evaluators under contract with the municipality. If a child is found eligible for the EIP, all services are identified in collaboration with the family and must be authorized by the municipality.The municipality will arrange for service providers to deliver services authorized by the municipality. All services under the EIP are approved at no out-of-pocket costs for families, but health insurance may be accessed, without affecting your family's benefits. For services provided in community settings that require a fee, the parent is responsible for paying those costs. Optimal Care Services is an approved provider of Early Intervention services under contract with New York State Department of Health; a New York State Education Department-approved Special Education Itinerant teacher (SEIT) service provider, including bilingual SEIT, Special Education Teacher Support and Services (SETSS); Pendency; and a Continuing Teacher and Leader Education (CTLE) sponsor. The committee on Preschool Special Education (CPSE) program is funded and regulated by the NYS Education Department, county, and your local school district for children 3-5. Services are provided at no direct cost to families for children who meet eligibility guidelines.
